House Cites Liberia Agricultural Company Over Concession Compliance

Monrovia: The House of Representatives, through its Joint Committee on Concessions Compliance and Review, has cited the management of the Liberia Agricultural Company to a public hearing over the company’s concession Compliance.

The legislative oversight initiative is part of the House’s ongoing effort to ensure transparency, accountability, and legal compliance by concessionaires operating within the Republic of Liberia.


The citation, issued under the authority of Joint Committee Chairman, Hon. Foday E. Fahnbulleh, specifically requests the appearance of the General Manager of LAC Mr. Naveen Madan, along with all relevant documentation concerning the company’s concession agreement with the Government of Liberia.

According to a communication from the Office of the Chief Clerk, Madam Mildred Sayon, the hearing will focus on three key areas which include; the Review of the company’s existing concession agreement with the Government, Verification of tax obligations and compliance with national revenue laws and Assessment of corporate social responsibility (CSR) efforts, including contributions and services to affected communities within the concession area.

he Joint Committee will use the hearing to assess whether LAC is fulfilling its contractual, financial, and social obligations under the terms of its agreement.

The committee has encouraged the public to follow the proceedings, as the Legislature remains committed to protecting the interests of the Liberian people and promoting responsible investment in the country. 

The public hearing is scheduled for Thursday, July 10, 2025, at 2:00 p.m. in the 1st Floor Conference Room, House Wing, Capitol Building.

The LAC was established in 1959 and initially developed a 7,000-hectare rubber plantation starting in 1961. The company has faced numerous challenges, including the civil wars of the 1990s and early 2000s, which severely impacted the rubber industry and the local workforce. Following the wars, efforts were made to rehabilitate the plantation, with significant investments from organizations like the World Bank and the French Development Agency.

LAC says it is recognized as a model for sustainable post-conflict development. It is the second-largest producer of rubber in Liberia, with an annual production exceeding 27,600 tons. The company to some extend has implemented various initiatives to improve the living conditions of the surrounding communities, including the construction of schools, health centers, and infrastructure to support local economic activities. 

LAC plays a crucial role in the local economy, providing jobs and supporting over 30,000 people directly and indirectly. The company has established community assistance programs that focus on developing smallholdings, purchasing rubber from local farmers, and providing technical support. This approach not only enhances local livelihoods but also fosters sustainable agricultural practices.
