Bringing the Law to the People, Law Firm Launches First AI Tool That Interprets Liberian Laws for Citizens and Legal Practitioners Online

Monrovia, August 2, 2026: In a move to make Liberian Laws easily accessible to ordinary citizens and legal practitioners, the Liblaw on Friday officially launched the country’s first ever Artificial Intelligence tool in Monrovia. The AI tool titled: “CJ Lewis,” is a plain-language legal companion that allows any Liberian to ask questions about the law and receive a clear, understandable answer in seconds. The tool can be accessed through a computer or a mobile phone in any location.
“It is with great pride that Liblaw, Liberia’s largest digital law library, announces the launch of CJ Lewis — Liberia’s first legal-learning artificial intelligence. Access is no longer limited by geography or by cost; the law now travels to the people, anytime and anywhere”.
In a press conference at Royal Hotel on July 31,2026, Cllr. Kim A. Harris, Managing Director of Liblaw said for generations, Liberian laws have been locked away in heavy volumes, scattered court records, and in language that ordinary citizens could not easily follow, of which CJ Lewis AI tool has come to change.
According to Cllr. Harris, the AI tool is built on the Liblaw platform, which houses Supreme Court opinions, statutes, regulations, and legal analytics dated as far back as 1861 to present. Through the Liblaw website www.liblaw.org, a student, a journalist, a market woman, or a farmer can now search the law, read a court decision, and understand what it means for them.
“CJ Lewis draws on this vast body of Liberian law and explains it in words everyone can understand. It provides simple answers to everyday questions, gives well-reasoned responses on complex and doctrinal matters, briefs cases, and analyses real-life scenarios — all at the fingertips of the user”.
Additionally, Cllr. Harris mentioned that the AI tool is not just for accessing laws, but it is a tool for empowerment. She believes when citizens understand the law, they understand their rights. Lamenting, that through the tool, a young person can learn the various protections provided by the Constitution to its citizens; a woman can learn the redress available to her; and a community can learn the human rights standards their leaders are bound to uphold.
“To know your rights is the first step to defending them, and to know the law is the first step to justice. This is the promise of CJ Lewis: Know Your Rights. Know the Law”.
The Institution is confident that this technology will strengthen the rule of law, deepen human rights literacy, and equip Liberian youth, the next generation of lawyers, advocates, and active citizens with the tools to build a fairer Liberia. The Law Firm encourages everyone to make maximum use of the tool in order to understand their fundamental rights and privileges provided by law.
