PRESIDENT BOAKAI MANDATES FULL UTILIZATION OF E-GP SYSTEM TO STRENGTHEN TRANSPARENCY IN PUBLIC PROCUREMENT

Monrovia: February 6, 2025: President Joseph Boakai has officially launched the Electronic Government Procurement (e-GP) System, making it mandatory for all government procuring entities to use the platform to enhance transparency, efficiency, and accountability in public procurement.

Speaking at the EJS Ministerial Complex in Oldest Congo Town on Thursday, February 6, 2025, President Boakai underscored that the system is a critical step toward curbing corruption and fostering economic growth through a streamlined, digital procurement process, “I ask all procuring entities of the Liberian Government to henceforth take it as mandatory to make best use of the e-GP System so that we derive maximum benefit from it.

By doing so, we will be holding firm to our commitment to THINK LIBERIA, LOVE LIBERIA, and BUILD LIBERIA”.  The President declared the e-GP system, developed with the support of the World Bank and the African Development Bank (AfDB), aims to eliminate manual inefficiencies in procurement by allowing government agencies and businesses to engage in a transparent, online-based bidding process.

The system has already been rolled out in six government agencies and enrolled over 200 businesses, offering a fair and competitive platform for public contracts. President Boakai emphasized that his administration remains committed to fighting corruption by upholding public procurement and financial management laws, strengthening integrity institutions, and ensuring that public funds are managed effectively.

“We view the launch of this platform as a major milestone in the fight against corruption. Evidently, corruption has stood as a stubborn menace that has for decades rocked the foundation of this nation and dissipated our drive for socio-economic development,” he stated.

He further assured stakeholders that the government will mobilize additional resources to address potential challenges in the system’s implementation and will continue to work with international development partners to strengthen Liberia’s procurement reform agenda.

The Public Procurement and Concessions Commission (PPCC), under the leadership of Executive Director Bodger Scott Johnson and Board Chairman Dr. Ivan Camanor has been tasked with ensuring full compliance among government agencies and further expanding the system to accommodate more businesses.

Meanwhile, President Boakai lauded the private sector’s participation, noting that the system creates an enabling environment for businesses to compete fairly for government contracts. “This new development in public procurement is a plus to our deep-rooted ambition to create an enabling environment for competition and growth of the private sector businesses,” he remarked. As the Government moves forward with this digital transition, all ministries, agencies, and businesses engaging in public contracts are now expected to adhere strictly to the e-GP system, marking a new era of transparency, accountability, and good governance in Liberia’s procurement sector.
