House Joint Committee Reviews $60M IDA Credit Aimed At Strengthen Liberia’s Education System

Monrovia: The House Joint Committee on Education, Public Administration, Judiciary, Banking, and Ways, Means, and Finance is reviewing a proposed $60 million International Development Association credit.

The proposed $60 million credit is aimed at supporting the implementation of Liberia EXCEL Project, an initiative designed to improve learning outcomes and strengthen Liberia’s education system.

A public hearing was done on Wednesday, October 22, 2025 with the Ministry of Education and key stakeholders. During the Hearing, the Chair of the Committee Rep. Nyan Flomo, said the committee convened the public hearing to critically examine the loan agreement in keeping with the Legislature constitutional oversight responsibility.

He emphasized that while lawmakers acknowledge the pressing need for investment in education, the proposed loan must be carefully justified and aligned with the nation’s development priorities. “Our role is to be stewards of the public reward.

 A loan of this magnitude is not a grant it is a debt that will be borne by future generations. Therefore, our approval cannot be automatic; it must be earned and justified,” Hon. Flomo stated.

Also speaking during the hearing, Education Minister Dr. Jarso Maley Jallah explained that the Liberia EXCEL Project seeks to improve foundational learning across 2,337 public schools in all 15 counties.

She revealed that the $60 million IDA credit will further unlock an additional $28.7 million grant from the Global Partnership for Education (GPE), bringing the total education support package to $88.7 million.

Dr. Jallah noted that the project will focus on strengthening early childhood and primary education, reducing the education financing gap, and advancing the government’s ARREST Agenda for Inclusive Development.

The joint legislative hearing continues as lawmakers review the Ministry’s justifications before deciding on the ratification of the loan agreement. The Liberia EXCEL Project is expected to mark a major step toward transforming classroom learning, teacher development, and education delivery across the country  giving thousands of Liberian children a stronger foundation for the future.
