LLA Launches New Land Reform To Strengthen Land Governance, Transparency, and Accountability

Monrovia: The Liberia Land Authority has announced and launched a new land reform initiatives aimed at strengthening land governance, transparency, and accountability across Liberia

According to Samuel F. Kpakio the Government continued support to the LLA and the broader land sector will yield long-term benefits for the country while enhancing revenue generation, national peace and security, and sustainable land use.


“While we continue to face challenges, sustained support for the LLA will enhance our capacity for revenue generation, contribute to national peace and security, and improve land governance and accountability laying the foundation for sustainable growth and responsible land use,” Kpakio said.

The LLA boss noted that the Authority’s current priorities are focused on Streamlining land administration processes, which include mapping, deed registration, and land valuation.

He said resolving land disputes to promote peace and stability across all fifteen counties and Strengthening land tenure security by formalizing customary land rights and issuing statutory deeds are also top priorities.

According to the LLA boss these efforts are intended to empower communities and landholders to invest confidently in their properties, thereby promoting social and economic development.

He said in line with its mission to transform Liberia’s land sector, the LLA Board of Commissioners has also announced the launch of the New National Deed Form, which will be officially introduced to the public on November 1, 2025, with a transition period ending on December 1, 2025.

Additionally, He said the  Land Authority has developed several critical policy instruments and operational guidelines which include Interim Guidelines for Temporary Occupancy Permits (formerly Squatters’ Rights), Interim Guidelines for Validating Tribal Certificates, Interim Guidelines for the Sale and Lease of Public Land and a New Fee Regime for land-related services, incorporating fines and charges.

He has however reaffirmed the Authority’s unwavering commitment to the Liberian people and to the full implementation of the Government’s ARREST Agenda.


Responding to public concerns about illegal land dealings, Hon. Kpakio disclosed that the LLA has launched an investigation into allegations involving Mr. Blamah Wright, who is accused of engaging in illegal land transactions and land grabbing in communities including Caldwell, Johnsonville, Louisiana, White Plains, and King’s Farm.

“Mr. Wright has submitted himself for investigation, and the process is ongoing,the public will be informed of the findings and any subsequent actions” Kpakio assured.

Hon. Kpakio praised the Government of Sweden for the support through the Sustainable Land Services for Liberia (SLSL) Project. Under this partnership, he said  the LLA has completed Alternative Dispute Resolution (ADR) training for officers in four counties, strengthening their ability to manage complex land disputes.

To improve mobility and service delivery, 12 motorbikes were procured for land officers across six counties, alongside technological enhancements such as new laptops, scanners, and Star link Internet installations in Grand Bassa, Margibi, and Bong Counties.

“LLA has also operationalized its Land Administration System (LAS), approved Standard Operating Procedures (SOPs) for deed verification, and provided logistical support to its IT department” he said

In a landmark achievement, with support from the United Nations Development Programme (UNDP), the LLA facilitated the official handover of customary land deeds to 23 communities across Nimba, Grand Cape Mount, and Bomi Counties on September 26, 2025. “This initiative, Hon. Kpakio said, marks a major step forward in strengthening land governance, promoting equity, and securing community land ownership in Liberia”.

He spoke at  the Ministry of Information, Cultural Affairs and Tourism’s (MICAT) regular press briefing on October 24, 2025.
