Rep Sumo Mulbah Pushes Bill to Standardize Social Work Across Liberia

Monrovia: The Plenary of the House of Representatives has mandated its Committees on Health, Good Governance, Education, and Judiciary to review “An Act to Establish the Council on Social Work Education and Practice of 2025.”

The proposed legislation, introduced by Montserrado County third District Representative Sumo Mulbah, seeks to establish a professional regulatory body responsible for overseeing social work education, ethical standards, and professional conduct across Liberia.

 According to Hon. Mulbah, the creation of the Council is both timely and essential, given Liberia’s ongoing social challenges including child protection, gender-based violence, mental health, poverty reduction, and community reintegration.

“The absence of a unified and accredited framework has limited the effectiveness and credibility of social work professionals in Liberia,” Hon. Sumo Mulbah, Representative, District #3, Montserrado County.

The proposed Council, as outlined in the draft Act, would: Standardize social work education and practice across all institutions and agencies; Ensure accountability and ethical compliance in service delivery; Promote continuous professional development and capacity building for practitioners; and Strengthen the quality of social welfare and human services nationwide.

 Hon. Mulbah emphasized that the establishment of the Council would mark a major step toward strengthening Liberia’s social protection system, enhancing professionalism, and safeguarding the dignity and rights of the nation’s most vulnerable citizens. The proposed Act is co-sponsored by Hon. Julie F. Wiah and Hon. Bernard Blue Benson, Jr.
