Before Disaster Strikes, HOR Demands Flood Action Plan from Key Agencies.

Monrovia, July 9,2026 : With recurring flooding threatening communities, businesses, and public infrastructure across parts of Monrovia, the House of Representatives has mandated the National Disaster Management Team, the Ministry of Public Works, and the Environmental Protection Agency (EPA) to appear before Plenary and provide a full explanation on the causes of persistent water overflow and flooding along major streets in Paynesville and parts of Sinkor.

The institutions are also expected to present a comprehensive action plan outlining immediate, medium-term, and long-term measures to address the recurring flooding situation and prevent future disasters.

The decision followed a communication submitted by Bong County Electoral District #6 Representative Moima Briggs-Mensah on Tuesday July 7, 2026, who raised concerns over the increasing impact of flooding during the rainy season and the risks it poses to lives, property, businesses, and public infrastructure.

In her communication, Rep. Briggs-Mensah urged Plenary to invite the relevant institutions to explain the root causes of the recurring flooding and provide details on measures being implemented to address the situation.

“I respectfully crave the indulgence of Plenary to invite these entities to provide full explanations on the recent overflow of water on the Main Street. Let them tell us what long-term goals are being put in place to stop the recent overflowing. We need them to account for the root causes of the recurring flooding and provide details on measures being implemented to address the situation,” she said.

The lawmaker emphasized the need for clarity on the causes of flooding in affected areas, while requesting updates on preparedness, inter-agency coordination, and emergency response mechanisms aimed at preventing future flooding, particularly during the rainy season.

Honorable Briggs also called for preventive and mitigation strategies to ensure Liberia avoids a catastrophic flooding disaster similar to recent flooding experiences in neighboring Ghana.

“The recurring incidence of flooding constitutes a grave threat to human life, property, commercial activity, and public infrastructure,” she added

Following deliberations, the House of Representatives unanimously endorsed the communication and instructed the Chief Clerk to formally cite the National Disaster Management Team, the Ministry of Public Works, and the EPA to appear before the Legislature on a date to be communicated.

The move highlights the Legislature’s oversight responsibility in ensuring that public institutions take proactive measures to protect citizens and strengthen Liberia’s disaster preparedness as heavy rains continue across the country.
