Rule of Law Caucus Chair Musa Bility Confirms Embattled Speaker Koffa’s Resignation

The Chairman of Rule of Law Caucus, Representative Musa Bility has confirmed the resignation of embattled Speaker J. Fonati Koffa following an official communication to the chair and members of the Caucus.

Rep Bility informed the public via his official Facebook handle that embattled Speaker Koffa is set to officially step down his post as Speaker of the 55th National Legislature on Monday May 12, 2025.

“Speaker J. Fonati Koffa informed the Rule of Law Caucus today that he will be stepping down as Speaker of the 55th National Legislature effective 12 noon on May 12, 2025”.

Rep. Bility affirmed that the caucus endorse Koffa’s decision based on series of reasons. He outlined the loss of majority members of Koffa’s bloc, the need to reconstitute the house through elections in accordance with Article 49 amongst others as key instruments to support the embattled Speaker’s resignation.

 “The loss of significant number of members willing to sit under the Speaker’s gavel makes his effectiveness less tenable for the incoming floor fight. The need to reconstitute the house through elections in accordance with Article 49 so as to return the house to constitutional order in the shortest possible time”.

The impasse at the Legislature which started in October 2024 has caused a lot of controversy in the House of Representatives. During the situation, Liberia experienced a burning of its Capitol Building, disruption of legislative functions etc.

National and international partners including ECOWAS led a decision twice to Liberia in effort to resolve the conflict, but all yielded no results. The action by Koffa to resign now provide an avenue for a new beginning in the Liberian House of Representatives.
