To Strengthen Institutional Effectiveness, Ministry of Gender Concludes Five-Year Strategic Plan

Monrovia, Liberia: in an effort to strengthen Institutional Effectiveness, the Ministry of Gender, Children and Social Protection has concluded a two-day intensive training leading to the official launch of its Five-Year Strategic Plan (2025–2029).
The plan is aimed at enhancing gender-responsive programming and promoting inclusive social protection services across Liberia.
Speaking at the launch, the Minister of Gender, Children and Social Protection, Madam Gbeme Horace Kollie noted that strategic framework aligns with Liberia’s national development agenda and reinforces the Ministry’s core mandate to advance gender equality, empower women, and protect vulnerable populations.
“This represents the government’s commitment to Liberia’s progress through unity and citizen empowerment, as we embark on this two-day workshop, I encourage participants to share their expectations and ideas for the effective implementation of this plan.” Minister Kollie stated.
Also addressing participants, Deputy Minister for Research, Policy, and Planning, Hon. Curtis V. Dorley, emphasized that the strategy was developed to address key thematic areas, including: Inclusive policy review and reform, reduction of Sexual and Gender-Based Violence (SGBV) , Strengthening social protection and welfare services, Economic empowerment of women and vulnerable groups.
According to Deputy Minister Dorley, the plan was developed with technical support from Enterprise Impact Growth (EIG) under the World Bank supported Liberia Women Empowerment Project, ensuring alignment with both local priorities and international best practices.
“This plan is fully aligned with the Government of Liberia’s development agenda and the contributions of our partners toward national growth, human development, and social justice,” he said.
“It integrates ongoing national policy processes such as the National Gender Policy update, the Gender Equality Profile, the National Social Protection Policy revision, and the assessment of discriminatory laws that hinder empowerment.
The plan was developed through extensive and inclusive consultations with ministries, local authorities, civil society, women’s groups, youth networks, and international partners.” he added Participants at the workshop welcomed the new strategic direction and called for greater inclusion of children and communities in hard-to-reach areas to ensure equitable participation and benefits for all.
The event brought together stakeholders from government, civil society, and development partners. The Ministry’s new roadmap marks a significant milestone toward achieving sustainable gender equality, improved social welfare, and inclusive national development across Liberia.
